HORSE TRANSPORTATION IN/OUT OF JERSEY - EU/NORTHERN IRELAND

The below links give full guidance on the requirements for both movements in and out of the EU or Northen Ireland.

Taking a horse to the EU or Northern Ireland from Jersey

A time line is detailed, to ensure the exporter leaves enough time to complete all the steps, from the Export Health Certificate application form, required blood tests, plus other required forms and final inspection and completion of Export Health Certificates (EHC) .

There are different Export Health Certificates depending on whether the move is temporary (under 30 or 90 days) or more permanent (over 90 days), also dependant on competition type.
From the Gov.UK website the EHC options are detailed below:

ENRTY TO THE EU FROM JERSEY (also GB)
Different certificates relevant to the duration stay and activity they are involved in:
1. Movement back to the European Union and Northern Ireland of registered competition horses after temporary import into GB for a period of less than 90 days to participate in an event organised by the Fédération Équestre Internationale (FEI): certificate 8434 - GOV.UK
2. Movement back to the European Union and Northern Ireland of registered horses for racing, competition and cultural events after temporary import to the GB for a period of less than 30 days: certificate 8433 - GOV.UK
3. Key point: Anything beyond 30–90 days is generally not considered “temporary” and will require permanent export/import certification : Equine animals not intended for slaughter to the European Union and Northern Ireland: certificate 8431 - GOV.UK

Bringing a horse to Jersey from the EU or Northern Ireland
The exporter must contact the EU vet well in advance, to discuss the timings involved in the pre-export clinical examination, whether any blood tests are required, and the final signing of a different health certificate their side.
Again there are different EHC for temporary or permanent movements.
ENTRY TO JERSEY (also GB) FROM THE EU

1. GBHC660_EQU-R_Re-entry_after_temporary_export_of_registered_or_unregistered_equine__v1.0_Aug-23.pdf - Movement back to Jersey after temporary export to the EU for a period of less than 90 days to participate in an event organised by the Fédération Équestre Internationale (FEI), or less than 30 days for registered horses taking place in racing, competition, and cultural events.
2. GBHC661 EQU-UNR Temporary or permanent admission of a registered equine from the EU v1.1 Oct-23 – temporary as defined in the line above, permanent is anything beyond 30-90 days.

Exporters are advised to use an export / import agent to help with the export process,  and they need an agent in the EU to notify the BCP (Border Control Post) on their behalf and to make sure customs notifications are made.

Helpful tips to stay safe on the road

  • Familiarise yourself with the Highway Code  (Jersey Link to Highway code) to make sure you follow the guidance on how you should behave on the road and interact with other road users
  • Be alert at all times, keep your eyes and ears open
  • Be polite - make eye contact with drivers and thank those who make any effort to accommodate you
  • Treat others as you’d want to be treated yourself
  • Wear hi-vis and reflective equipment, ideally on both you and on the horse, which could be seen from above as well as from the front, rear and side
  • We recommend a minimum of a tabard or jacket for a rider, and leg bands for the horse.
  • Consider wearing LED lights
  • Take the BHS Ride Safe Award
  • Remember to use the appropriate hand signals to make other road users aware of your intentions to manoeuvre
  • Be responsible
  • Take a mobile phone and make sure it is charged up before you go - remember, it's not safe to use your phone when on the roads, this should be for use in emergencies
  • Tell somebody where you are going and how long you think you will be out - if you don’t return, they can raise the alarm
